VERIFICATION OF WEIGHING BALANCE - SCALE

As per the decision of the Ministry of Science and Technology, balances and scales are measuring devices included in the "Catalogue of Devices Requiring Mandatory Verification," thereby making its verification a compulsory procedure. Verification is a process that determines whether weighing device meets specific technical criteria in compliance with legal requirements.

This process is carried out by measurement technicians of recognized verification entities, following established verification procedures. Upon successful verification, balances/scales that meet the technical measurement requirements are certified with a verification stamp/sticker.

The Minister of Science and Technology issued Circular 07/2019/TT-BKHCN, which amends Circular 23/2013/TT-BKHCN on measurement for group 2 measuring devices. As per the updated guidelines, the following types of balance - scales are required to undergo verification.

• Analytical balance
• Technical balance
• Common scales: – Spring dial scales – Platform scales; bench weight scales; hanging scales
• Crane scales
• Truck scales
• Static train scale
• Dynamic train scales
• Checkweighers
• Weighing scale for control load of vehicles
• Weights: –  E2 class weights to F1 class weights

Accordingly, these balances and scales must undergo an initial verification before they are put into operation, periodic verification, and post-repair verification.

Different types of balances/scales correspond to different verification processes. These processes involve several key steps:.

The technician will perform the following tasks:

• Check the label: Information on the label includes: Manufacturer, manufacturer country, maximum and minimum scale values, division value (d), class of accuracy and operating voltage. 
• Check the position of the seal and verification sticker: The position must be easy to seal or stick to ensure it doesn't affect the balance/scale measurement characteristics.

• Check the details and assembly: The measuring head should be of the same type and securely installed. The junction box should be sealed, can be sealed.
• Check the load receiving and transmission parts: The load-receiving part of the scale must be robust and free from obstructions by other parts of the scale. Additionally, the foundation of the scale should be stable and not prone to subsidence, cracking, or waterlogging.
• Check the indicator part: must display numbers clearly and the buttons must operate normally.
•  For scales that use a set of weights, these weights should have a suitable class of accuracy and a valid verification certificate.

Check measurement results according to each type of scale.

The technician will carry out the measurement check in the following order of content, method, and requirements: Measurement requirements, maximum permissible error, sensitivity, dynamics, repeatability, and eccentricity.

Step 4: Processing the Results

Once the scales meet all requirements after verification, they are granted a set of result records. This includes:

• A verification certificate and a verification stamp/sticker.
• Seals are placed at the junctions between two scale covers. (at positions that prevent adjustment of scale accuracy)
• A scale verification stamp/sticker is also placed on the scale face.

​The verification cycle of weighing banlance-scale is 12 months.
